Where We'd Look First

Look at windows first if: afternoon sun + hot glass + AC nonstop, one west-facing room won't cool, bills climbing with no AC change.

Probably not the main issue if: even temps room to room, no hot glass, no drafts, newer windows, comfortable home.

What We'd Do If This Were Our House

If a room got afternoon sun, the glass was hot to the touch, and the AC ran constantly, we'd look at the windows before spending on a bigger HVAC system.
